Fraud and Failure Documentation
The attached photos reveal a blatant disregard for the homeowner’s wishes, property value, and the Like-Kind and Quality (LKQ) Standard principle expected under a federal HUD grant. LKQ mandates that restoration materials and craftsmanship match or exceed the original quality, ensuring comparable functionality and value. Instead, the restoration has diminished the home’s function, aesthetic appeal, health safety, and resale value. Contractors hired unskilled labor, used inferior materials to replace high-end finishes, failed to sequence work properly, neglected supervision, and caused damage to the property.
Rebuild Florida, tasked with overseeing this restoration, has mismanaged a projected three-month project into a four-year ordeal, harming the homeowner’s health, finances, and ability to live in her home. They have failed to advocate for her, engaged in fraudulent practices, ignored requests for a materials manifest, neglected to hold contractors to LKQ standards, and refused to reimburse her for storing household contents. Worse, they’ve threatened her and stripped her of control over her home’s repairs. The grant funds, intended for her benefit, have been squandered on substandard work without her consent, leaving her home and well-being compromised.
Status as of October 2025
Rebuild Florida’s gross negligence in overseeing the restoration of the home under a federal HUD grant demands immediate action. Over the past 12 months, four detailed inspections by the Rebuild Field Inspector identified over 100 deficiencies, as documented in the attached gallery, yet critical issues remain unaddressed.A glaring example is the contractor’s false promise to replace both air conditioning units. Only the newer unit was replaced, and they left the north end of the home disconnected for nearly three years. This has caused rampant humidity and mold, worsened by Rebuild’s contractors’ faulty construction and failure to address leaks and drainage. Despite repeated complaints and resulting health issues, Rebuild’s response was inadequate. One would think that Rebuild would immediately dispatch an air conditioning contractor to remedy the inoperable air conditioner following the first complaint.
This humidity/mold condition has been exacerbated by faulty construction, and remediation of leaks and drainage by Rebuild's contractors. Following complaints and health issues from the homeowner, Rebuild sent their own environmental health inspector out to review the house, but limited the scope of his inspection and instructed him not to use the term mold.
The results from the homeowner's independent state-certified environmental health inspector were provided to the Rebuild Florida inspector and they revealed:
- The exterior grade was improper and diverting water to the foundation area (partly because of improper installation of gutters and removal of stone planter from the north third of the home)
The vinyl siding was not sealed at the base or the various joints of the exterior
Rotted wood was observed behind the vinyl siding at the foundation .
The gutters were improperly pitched and unable to divert the water away from the property
The bathroom floors were exhibiting very high moisture under the ceramic tile.
Roof flashing was improperly executed diverting water into the property
The owner indicated that the vinyl plank flooring was installed over existing sheet vinyl.This may
be obfuscating organic growth, creating a water trap and may result in the release of mycotoxins
into the indoor environment.
There were very few areas of the property interior that did not exhibit excess moisture and/or
mold. The owner appeared to be suffering from reaction to the environment. The odor of mold
was pervasive throughout the property.
Insulting Response from Rebuild Florida
Rebuild Florida Case Manager Keon Scott provided a new scope of work that addressed less than 20% of the issues and indicated that signing off on the specified list of fixes would release Rebuild Florida from any remedies to other legitimate concerns. Failure to sign this agreement would result in a Termination for Convenience:
Following the inspection at your property a scope of work
was developed. The necessary scope of work is based on items deemed eligible to confirm program
standards… To proceed with the scope of work, your written confirmation and understanding of the following
homeowner responsibilities is required:
• You shall agree to the Scope of Work as identified
• You shall vacate the property within 30 days of signing this agreement, allowing unfettered
access to the contractors completing the scope of work as identified
• You shall remove all your belongings from the program provided storage unit(s) when directed
by your contractor or program representatives.
Without written confirmation the program will not proceed with next steps and take no further action in accordance with program guidelines.
1. Wood curtain valance removed/discarded

3. In-wall wiring replaced w/unsightly conduit.
4. Light switch no longer controls exterior lights,
